I was wondering if it would be possible if you can implement some sort of index, when and where to shoot a S21 rocket for example considering the fuse you set. If a plane goes onto head on, you can set the fuse to 1km and then wait till it shows "shoot" so the rocket explodes right before the enemy plane and destroys it.
The only issue that I think might be problematic is the latency.
Factors that you need to think about:
Type of rocket / amount of burst mass
If more than one rocket, which rocket shoots first, which follows
Speed of enemy plane
Speed of your plane
Angles, turning planes
Ballistic of rocket
